This release update impacts those courts who are using the ePAY website for the search and payment of District Traffic/Criminal cases. Software updates will be applied to the MiCOURT DCS ePAY application Thursday, September 4, 2025. The ePAY website will not be available for a short period of time during this update beginning at 4:30PM. Please review and distribute this information to court staff.
ePAY Website Updates – Partial Payments Accepted for Civil Infractions
- The ePAY website will now accept partial payments for pending and disposed civil infractions.
- This is in addition to the already existing ability accepting partial payments for disposed misdemeanors.
- Any case which is in a warrant status will not be returned with any search results (no change).
- Any case or charge in a non-public status will not be returned in any search results (no change).
- Once a civil infraction case(s) is searched for, returned and added to the payment Cart by the customer, the Amount To Be Paid field allows the customer to pay the balance in full or modify the amount displayed to a partial payment amount.
- Upon a “Payment Successful” response, the Amount To Be Paid field changes to Amount Paid.
DCS Application Updates Upon Receipting Civil Infraction Payments
- Partial or full payment accepted via ePAY for a pending (PEND) civil infraction result in the following.
- Web Cash program entering the plea code 09 (Admit Responsibility) and disposition code 23 (Judgment Rendered) when generating the Web Register (W1) receipt.
- If the balance due is paid in full, the case Status changes to closed (CLSD).
- REMINDER: Any future court dates are automatically removed from the calendar when a case is closed.
- If a partial payment is made and a balance due remains, the case Status changes to a disposed (DISP) status and remains open.
- The last due/court date is not changed when the payment is processed. Any future notice or late penalty generation (e.g. 14 Day Notice, Suspension, etc.) is based on the last due/court date for the charge.
- Partial payment accepted for a disposed (DISP) civil infraction and there remains a balance due after the payment will result in the case Status remaining DISP.
- Payment in full for a remaining balance on a disposed (DISP) civil infraction will result in the case Status changing to closed (CLSD).
- REMINDER: Any future court dates are automatically removed from the calendar when a case is closed.
Reminder – Web File Inquiry and Update
- Review the Web Exception Records daily for transactions which were accepted for payment via ePAY but did not process through the web register as a receipt. Once the reason is identified for the exception and the case updated in the case management system by the court, use 1=Resubmit to resubmit the payment for processing.
- JIS suggests the court reconcile payment records in your CEPAS/PayPoint account with the DCS Web Register daily.

As of 8/25/2025, system changes will allow a single user, logged in with their OneCourtID, to access the ORIs for multiple court locations.
- On the LEIN & SOS User Authorization screen, a TAC/Authorized user will have the ability to select 6=Additional ORIs to access and add additional ORI records using the LEIN User Additional ORIs screen.
- Clerks entering LEIN transactions will have the ability to F4=Prompt to select an available ORI for another court.

An upgrade to the WebTCS/DCS operating platform is scheduled for Tuesday, August 12 beginning at 6:00 PM, EDT. All users should complete their work and log out prior to 6:00 Eastern/5:00 Central. The system will be available again the following morning. Additional details about changes and improvements included in the release will be provided in the application on Wednesday, August 13.
If you are experiencing unusual screen displays or unexpected behavior following this release, we recommend clearing your cache and reloading your WebTCS/DCS screen. Instructions for Clearing Cache in Chrome and Clearing Cache in Edge can be found on the JIS Support Center.

Following clarification from SCAO, we have updated the set aside processing rules to remove the exclusion for OD case types. These cases will now be treated the same as all others, with set aside eligibility based solely on the PACC/charge code, not the case type. This correction will ensure charges previously excluded due to the OD case type are now properly evaluated. You may notice a larger than usual number of set asides on the day this exclusion is removed.

On December 10, 2024, Governor Whitmer signed 2024 PA 161, 2024 PA 162, and 2024 PA 163 into law with an effective date of April 2, 2025.
JIS, in consultation with the State Court Administrative Office, has determined additional cash codes and charge codes are necessary due to requirements in the law.
- Courts will need to set up the following new cash codes in the Cash Subsystem if school bus camera-based violations are filed with the court:
